CHARTER FOR THE RECONSTRUCTION OF HAITI
Initiative of the Haitian Civil Society
Analytical framework for an efficient Reconstruction of Haiti
We, Haitians of the local civil society and of the Diaspora, have united to submit our desiderata for the reconstruction of Haiti to ensure that every segment of our society is included in the process.
To that end, we request that all rights proclaimed in the 1987 Haitian Constitution be guaranteed and respected. We request as well that the Reconstruction of Haiti shall be done in conformity with the fundamental principles of the Charter of the United Nations, the Universal Declaration of Human Rights, the Convention on the Rights of the Child, the Convention on the Protection of the Diversity and Cultural Expression, the International Pact of Civil and Political Rights, the Convention for the Protection of the Biodiversity and the Environment. The reconstruction of Haiti must also promote social justice, non-discrimination, participative democracy, gender equality, equality and priority of the claims and needs of the most vulnerable sectors of our society, the respect of diversity and the recognition of our multicultural, multilingual and multifaith Nation1.
We are requesting that be set forth a long-term national development plan that will engage different active sectors of the Haitian Nation, that include clear and practical strategies.
Our vision of an effective reconstruction is described in the following six sections
SOVEREIGNTY AND ECONOMIC DEVELOPMENT
1. The sovereignty of Haiti is non-negotiable.
2. The Government encourages and promotes social and economic development.
3. The Government encourages and promotes fair trade.
4. The Government makes available new administrative, political, financial and technological measures in order to:
a) Decentralize itself and empower local authorities and regional municipalities
b) Develop and encourage regional and interregional cooperation (including Caribbean Nations)
c) Redistribute resources following decentralization and proportional principles.
PHYSICAL RECONSTRUCTION
5. The Government and all the different sectors of the country must be the driving force of the reconstruction and must endeavor to incorporate and use Haitian material and human resources.
6. Reconstruction projects are established according to priorities. They adopt minima, and conform to the rules of efficiency and performance contracts.
7. All actors of reconstruction, be they foreigners or nationals, respect the principles of good governance and rule of law, aiming at healthy and transparent management, as so as at anticorruption struggle.
8. These actors must regularly provide public budgets, reports and annual accounts.
MORAL RECONSTRUCTION
9. The Government and Civil Society Organizations reinforce the self-esteem and the spirit of the Haitian people, consolidating the vision of a Reconstruction based on self-sufficiency and the optimism of achieving a better and sustainable future.
10. The Government provides psychological and moral support to all the victims of the earthquake.
11. The Government helps the population honor their deaths with dignity regardless of their creed or religious beliefs.
12. The Government must establish a Truth and Memory Commission whose function will be to educate citizens about their history as a Nation and repair errors of the past.
EDUCATION
13. The Government redefines and restructures the educational system aiming at increasing its quality and adequacy to the needs of the country. The new educational system must promote and guaranty the principles of universal access to good education, in raising the standards of school management and training of teachers.
14. The Government sets up, in each Territorial Department, professional, agricultural and technical schools that meet the needs of the different regions.
15. The Government facilitates and invests resources in citizenship education, strengthening the education of democratic principles, schemes of social and political participation, and in advocacy for Democracy.
ENVIRONMENT
16. Haiti has the opportunity to emerge at the forefront of global ecological projects, implementing new ways of construction, tourism, and integration in the environment. The Government and the Civil Society, and the small and medium Haitian entrepreneurs in hostelry, energy and touristic sector, will promote ecotourism projects, including sustainable energies, local materials and, for instance, massive bamboo plantation projects.
17. The Government commits to reinforce reforestation and protection of ecological areas, like forest parks, promoting reforestation with native species, and training of the population to replace the use of wood and charcoal.
SECURITY
18. The Government creates the necessary infrastructures to prevent disasters and provides them with the means to achieve this objective.
19. The Government guarantees continuous training and education for the police and other public forces, in the civic spirit of service to citizenship.
CIVIL SOCIETY
20. The Government encourages and facilitates, in collaboration with Civil Society Organizations, the creation of horizontal structures of civil participation, through existing governmental organizations and through the creation of specific and permanent horizontal forms of consultation.
21. The Government encourages and facilitates the active participation of all citizens, and recognizes the Haitian Diaspora as an economic civic, political and cultural partner. In particular, recognizing the double nationality of Haitians and their descendants.
This document enables the creation of working groups, detailed recommendations and enclosures to the various points. This Charter is endorsed by Associations and Individuals. The list will be published with this document on March 20th. 2010.

18. The Government creates the necessary infrastructures to prevent disasters and provides them with the means to achieve this objective.
19. The Government guarantees continuous training and education for the police and other public forces, in the civic spirit of service to citizenship.
CIVIL SOCIETY
20. The Government encourages and facilitates, in collaboration with Civil Society Organizations, the creation of horizontal structures of civil participation, through existing governmental organizations and through the creation of specific and permanent horizontal forms of consultation.
21. The Government encourages and facilitates the active participation of all citizens, and recognizes the Haitian Diaspora as an economic civic, political and cultural partner. In particular, recognizing the double nationality of Haitians and their descendants.
This document enables the creation of working groups, detailed recommendations and enclosures to the various points. This Charter is endorsed by Associations and Individuals. The list will be published with this document on March 20th. 2010.
